Ummm, no.... A submarine can't do air control (critical surface navy skill), a submarine can't realistically do boardings and inspections, a submarine can't do presence ops (running a sub on the surface to show its presence is counterproductive), a submarine can't do shore bombardment in support of USMC.... subs are under water for a reason.

"subs are under water for a reason"... For some reason, this made me laugh harder than I probably should have. I just had an image of a (anthropomorphized) submarine shouting at a match of Battleship, "Guys! Guys! I'm not really sunk!"
