I read article. It proposes a mandatory firewall bought within state of Arizona that would limit porn. Users would pay a one-time $20 fee in order to deactivate. Two issues from lay perspective that might stop this proposal

1. Definition of pornography can be too ambiguous. Famous quote from 1964 SCOTUS case of Jacobellis v. Ohio: "I know it when I see it"

2. 10th amendment of US Constitution. This is a state level proposal, but it may face issues at federal level for trade regulations

Regulation would be a huge issue. Considering (presumable) this only would affect new devices, people could just get devices from out of state and circumvent this.

This would also force manufacturers to agree to install the software.
