We been saying this would be a problem at local level for a while.
In our side , our reserve center is not capable of running all the lanes required for the test. Which in turn will make us go to the nearest base to get it administered. The issue is furthered that now we have to operationally have to move an entire unit 37 miles to take the test and then move them back to complete the duty day. With already a constraint schedule I do see this a problem.

I always said when the Army came up with this GFI they did not think about the Army Reserve or National Guard Facilities. A Majority of the Facilities only have a Building and a Parking Lot that's it no extra property. Some of these facilities were also built in the 1960's I kid you not. Some have gone through restoration in the 1980's and you have a few new facilities. Yet the New Facilities still only consist of a Building, a Parking Lot and maybe a Motor Pool.
If you want to have your test at a High School or a College you have to get a Memorandum of Understanding to use the facility and out line when it will be used. For reasons concerning Liability I can think of a couple of High Schools and a Major University that said No for the current PT test in one of my old units before I retired.
