Army audits find National Guard bonus repayment problems in at least four other states

IAVA had pushed for Congress to fix this bonus clawback scandal for all affected nationwide, but they only fixed it for California National Guard members in the recently-passed 2017 Defense bill. And the House Armed Services Committee asked no questions about those impacted in the other states during a hearing last week. This is why they still have work to do.

Seems to me the problem is with the system, not the soldiers affected by it.

Largely. The most egregious problem was California, but there are problems in other states too. DOD needs to provide that data and they haven't. DOD is very sure there were some in CA that knew what they were getting wasn't appropriate.
