The Army has had a "space" for non HS grads; there are a multitude of reasons for people to drop out. If they hold to the ASVAB score requirement it is less of an issue. If they lower that requirement, all bets are off. BTW, the other issue with non HS grads (except for homeschoolers who also fall in that category) is that they are more likely to drop out of basic
