I think one of the issues is that there has been a polyfurcation of the responsibilities when it comes to the unaccompanied housing. Post housing is responsible for this and the military side is responsible for that. While the Army Barracks Management Program* lays out the responsibilities clearly, I often wonder how many who should be familiar with it are actually familiar with it.
Regardless, I'm very much in line with the view that proper barracks conditions are a function of leadership. If something is broke, you don't just put in a work order and say "well, DPM will fix it when they get around to it".
Where's the NCO following up on issues their Soldier's are having? Where's the commander involvement when that NCO doesn't get answers to the questions they are asking? At what point does the unit elevate the issue up to higher headquarters for awareness of senior post leadership when something becomes unacceptable?

Every time I read articles about bad conditions on the barracks, my first question always is: "Where are the NCOs and does the 1SG know?" Because any 1SG that wants to remain a 1SG and a Commander that wants to remain a Commander will put boot to ass to get issues fixed. Or rather, they should be putting boot to ass.

Lord have mercy, the Army has lost its way. Where is the unit leadership of the units? Have inspections become an anachronism? Where are the SMA, the CSM's and the unit NCO's?
