Army Increases Combat Effectiveness With More Reflective Belts

I know the article is satire, but on a serious note is there any regulatory guidance that requires wear of a reflective belt while in the PT uniform? I looked in AR 670-1 (and the applicable DA Pam) and it seems to say that it must be worn when required by AR 385-10. That regulation merely says it it is required when performing activities on or near a road during limited visibility. Is there official guidance from Big Army or is this something that comes from lower echelons? A large portion of my day in my training program requires performing hands on (literally) labs/examinations so our duty uniform is the PT uniform on many days. Various folks around post have been sharp shooting some of my classmates on their way to and from class. I understand the utility of a reflective belt during times of limited visibility, but other than that it's just another pain in the @#$ piece for some folks to get anal about.
