There is a distinct possibility that neither award will be reinstated. The Silver Star, like other decorations, requires that the recipient's service be honorable during and after the heroic act. One could reasonably conclude that is not the case. While Trump can pardon, that doesn't mean that the Major wasn't wrong.
As for the SF tab, that can be revoked at any time by the SF proponency. I would say that it is quite likely he won't be getting this back.

As out President announced today that the Navy Seal will not be removed, I could see him doing the same here, which I feel is wrong. He pardoned them from acts that they where accused of or found guilty of which he has the right, but when it comes to everyday chain of command and every day operations he should do as he tweeted and let the military “ Get back to business!” and the President stay out of it.

Here's my response to all of this... Lieutenant Colonel "Paddy" Mayne. Look him up, research what he, and others did; how he was recommended for-but ultimately denied the VC, and tell me this story isn't as least as old as the origins of modern special operations.
