Its a common routine for us. They let a bunch of people go (retire, ets or booted) and then recruit a ton more. Like waves.

Could be anything from war to recouping the losses of those that ETS/Retire.

In the ARNG (unsure of other organizations) we have been cutting people loose for the past few years. PT failures, no mobility, not doing ncoes schools, etc.
