As for order of precedence, follow the link below. It is the Institute of Heraldry (.mil), a more official source of info than the Army Times (.com). It is listed here as worn AFTER the Afghanistan and Iraq Campaign Medals. "Campaign Medals are typically worn in the order of oldest war, conflict, operation, to the most recent.

I guess my only thought would be why is it placed after the Iraq Service Medal but before the Afghanistan Service Medal?

I had the same thought. I think it's solely because chronologically it's a later campaign than OIF but not applicable to Afghanistan, so after Iraq service but before Afghan service
