It probably has something to due with this part of the reg for the awarding of the Humanitarian Service Medal,, " * The HSM is NOT the appropriate award to recognize humanitarian operations performed solely by Service members on Title 32 USC orders under the authority of a governor. In these instances, the appropriate level of recognition is provided by the applicable governor. However, Reserve Component members who supported a humanitarian operation that was simultaneously supported by Service members operating under Title 10, USC, are eligible for any HSM approved for that operation."

Quit bitching because you didn’t get recognized for something that happened almost 40 years ago. We don’t help people for the medals, we help them because we can and it’s the right thing to do.
