Wait, sharing assets is the at the heart of Communism. What gives?

A country of a billion people just leaving bikes lying around where ever. Yeah, what could've possibly gone wrong. I remember a childhood friend of mine that lived in Taiwan for quite some time. He would tell us about how congested the streets were with bikes, mopeds, & scooters. They would impede the trucks. So, what would the trucks do? When they got frustrated enough, they'd blast the biker w/ their air horn & hit the gas.
