Because Charter Schools can choose and get rid of those they do not or cannot teach and are not subject to the same paperwork, standards, rules, or requirements that state employees must do. I do like your comment about parents, teachers, and students taking responsibilities, and this is what I strive to accomplish, but I am ultimately responsible and held accountable for parents and students who still show little interest.

Obviously you can find stats that show how being at a private school (where most people are specifically bought-in) produces better than public schools, where parenting is significantly more varied.
There is a problem, though, in implying that all of us have equal access to quality private schools. Even in the positive report from 2006 about Public vs Private, they found that certain conservative christian schools were falling way behind in math.
