Behind paywall, so all I can see is first two paragraphs. It appears Joe "I'll take action" Biden is taking notes from Barrack "I have a pen" Obama.
I will admit that Trump also took a few executive actions which were *ahem* questionable. But this whole idea of "If Congress won't make laws, I will do the exact same thing via executive action" is truly maddening.
Look, Joe (and Donnie, and Barrack), if you want to make a law, you HAVE to get Congress to do it.
This is the single biggest reason why the executive branch, IMO, is supposed to be small. If schools don't want to do something, we simply have the (un-Constitutional) Department of Education require it. And if Congress doesn't want to mandate it via law, well, the President can direct it via executive order. Same for doctors/hospitals and CDC/NHS, electric/gas companies and DoE, Employers and Labor, businesses and Commerce, and farmers and Ag.
We have all of these Departments with their hooks into everything. All of these things which are SUPPOSED to be reserved to the states or the people (that pesky 10th Amendment), which the federal government has decided they have authority over. And all of them, subject to Presidential whim via EO.
