Biden in 1992: President must not make a SCOTUS nomination during an election season

There has been contentious debate about the appropriateness of the President nominating a replacement to the SCOTUS during an election year with the GOP taking the stance that he shouldn't and, naturally, the DNC taking the stance that he can and should. We all know that, though Justices are supposed to rule IAW the Constitution, various Justices are known to have political leanings in their judgements which makes control of the nomination all the more important to the various parties. My question is, how does this video footage of he current Vice President impact the Democrat's case for nomination?
