Very simple, sir.

States, not the federal prison system, determine individual voter eligibility. If a state has determined that an incarcerated criminal is still eligible to vote, then it is incumbent upon the jailers to ensure that said criminal is given ample opportunity to exercise their rights.

Could not open you attached article. They wanted me to registrar. Not.
But reading other sources, the EO can only affect federal prisons.
Now, why should some prisoners be allowed to vote. Earlier today there was a post here on RP saying incarcerated tax cheats should not lose their 2nd amendment rights. I agree. I also agree most prisoners should be allowed to vote, if otherwise qualified.
