Seems this approach would open the federal government to litigation due to requiring background checks and in the taxing of firearms. If firearm manufacturers know that guns are inherently dangerous seems that in taxing and licensing such devices that the federal government is as well complicit in their requirements for ownership.

Alcohol impairs motor skills there for ever death related to drinking and driving makes the manufacturer liable, as well the store that sold the alcohol, the company that distributed the alcohol, the clerk that sold the alcohol and even the state that taxed the alcohol and so on. Where does this distinction end as well - knives, blunt objects, pillows....
