There is no doubt that any internet connected computer/computer system in the US and worldwide is under constant threat of attack. That said the photograph chosen for the article is highly misleading. It shows an electrical substation and the author/editors seem to be attempting to imply that cyber poses a major if not existential threat to our electrical generation and transmission systems. That's just not true, electrical generation companies have been disconnecting their systems from the internet for years. They are now under far more danger from a physical attack than cyber. The areas most vulnerable to cyber attack are all commerce related i.e. banking, logistics, telecommunications, and entertainment.

While your last statement isn't entirely incorrect (all the mentioned infrastructure is certainly vulnerable) there is enough effort in protecting ICS to be plenty viable. Pictures on the article aside, the threat is quite present and potential effects devastating. There are still plenty systems still connected.
