I didn't read it as an endorsement. He simply said that Trump is now the best chance the party has to beat Clinton. He's mostly just stating the obvious, which is not necessarily a personal endorsement.

There was a time when the republican party felt that Bob Dole was the party's best chance to win back the White House from a Clinton, so he obviously knows of what he speaks. I hope he is sharing his campaign tips with Donald.
