Not "allowed" in the People's Republic of New Jersey. One member of my gun club contributed a vest (or the price of one) to his local police department. When he found out he could not buy the same vest for himself, he stopped payment on the check.
Oops! Just checked. Current NJ law allows "civilians" with clean record to have such armor. Who knows how long that will last with our new governor.

Many states have restrictions on body armor possession and use. In California, convicted felons cannot possess body armor.

SMSgt Thor Merich unless they have had their rights fully restored felons cannot possess firearms either. I don't care about restricting access to these items (for all the good the laws do) for convicted criminals, it is restricting law abiding citizens from accessing them that is irritating.
