SGM Earl Richburg - I retired after 22 years of Naval Service in December, possess 2 Masters Degrees, served through six deployments (3 boots on the ground) and USAJobs sucks. I've received 1 phone interview for a VA job that paid less than $30K and I told them I wasn't interested. I am currently under consideration for several GS positions here, but I think I could get a liver transplant in the amount of time it has taken for the VA to want to begin the interview process. What a sham!
What's worse than that is the VA Employment site on eBenefits. I enrolled in that an have been bombarded with emails boasting "online interviews" using Google chat or something to that effect which all equate to scams. Don't even waste your time on the VA Employment Site on eBenefits. You could get much more benefit having your palm read or getting a Tarot Card reading than going to those morons.
I love how well they show us their appreciation for what we have done and given for them.

I submitted 30 job apps in USAJOBS and got turned down mainly because I lacked the experience. About a dozen of them were for "Test Administrator". "REALLY"!?!?!? "I Retired an E-9! and 33 1/2 yrs.; HOW MUCH EXPERIENCE WAS I LACKING, REALLY"???

MSG Randy Rucker - Ya know, I figured a Senior Drill Instructor w/ 12 years experience would have gotten that foot in the door.

SGM Frederic Smith - I know but I knew what I wanted to do, found out what the qualifications were got them and applied of course I had to move 1400 miles with no reimbursement. I know how I did it not saying it will work for you but its worth a shot

Spot on. Most jobs are already decided before the application process. Federal government requirement to post the job.

If you sit behind a computer and submit resumes waiting for someone to reach out to you then the problem is yours. Get out! Network! Find out where career fairs are being held like military installations. You can also do research for the company or agency you are looking at and find out who the HR or hiring authority is and communicate with them directly. Do not just be a computer cowboy and hope to land a job.

I agree with attending job fairs, modify your resume for each application, but the real problem may lye in the hiring process. As a recruiter I see this all the time.
