There is no future for Afghanistan that does not involve reintegration of the Taliban, the HIG (Gulbuddin's group), the Haqqanis, and a number of other groups. This is no different that the situation that existed in Sierra Leone in Africa. Terrible atrocities were committed by both the government and the Revolutionary United Front (RUF). Torture, mutilation, cannibalism, and genocide were common and blanket amnesty of war crimes was issued to help bring the country back together.
A good point to see how Sierra Leone relates to the situation in Afghanistan is to read up on General Butt Naked (this isn't a joke, that is what he was called).

Of course he was pardoned. This is a political decision. The military one is, from our Government POV, [send the soldier their to risk life and limb, we will try to make a profit from it] there is NO end-game. Just a continuos moving political target.
