California had money from an earlier bailout bill. I think they have a 25 billion dollar Surplus now. They can build the high-speed rail to nowhere.
California is not like Japan. They want to compete with Japan with a high-speed rail when Japan has large population centres all over Japan compared to California that may have 100 miles between each major city.
