I am by no means trying to 2nd guess the police, but you wonder why he was killed if he didn't have a weapon in his hands... Agree with CPL Dave Hoover he should be charged with murder.

Should be charged with no less than 2nd degree murder. Along with filing false report, illegal use of the 911 system and any civil lawsuits. The officer that shot him should probably be put on administrative leave for a little while, or desk duty for a couple months.
