Call Kurtis: Thousands of Soldiers Told They May Have To Pay Bonus Money Back
Every California Army National Guard soldier who got a bonus or student loan repayment between 2004 and 2010 is being asked to prove they deserved that money or they may have to pay it back.

LTC (Join to see) - Just ran a quick google search on it. I had not heard about this one. I don't feel any sympathy for anyone caught up in the GRAP scandal. However, I can easily see how soldiers could have benefitted from this with no wrong doing on their part.

I tell you with an honest heart, I signed up for this bonus expecting to be eligible. I am now repaying on every LES $20k. The only thing I did wrong was submit the application. I was paid four installments all in the same month when the payments should have been paid over two to three years.

There is seems to be a lot going on here, which brings up lots of questions...
1) There is a big theme in the article of officers not being held accountable, with "Not a single officer was found guilty." My first question is, does the organization believe crimes were committed or not? Is there issue that not enough officers were found guilty, or that nobody should be found guilty? It seems to be the latter, but they seem quite upset that more people were not found guilty?
2) What's the rest of the story with Toni Jaffe being convicted? Bonuses for re-enlistment are a very common practice. Clearly there was something going on here in order to get somebody convicted and sent to federal prison. What's the back story?
3) Is the group claiming that no wrong doing were done in the first place, or that bonuses were illegally given out and the Soldiers receiving them should not be punished since they accepted the bonuses in good faith?

The real problem isn't the issuing of bonuses. It was how the state recouped the funds.
