So Chicago wants to give $500 to 1,000 families each month. So, why not give to taxpayers lower taxes or rebate --- $500x1000 = lots of money taxpayers that could be rewarded/have their money returned.

Why not? Hell, it's just money. The government doesn't even have to print it anymore. Just make electronic bank deposits to everyone's accounts. Don't have an account? Just hand out EBT cards with unlimited funds. That'll solve everything. We'll all be rich as a Venezuelan...
