Though the Chinese base is a security concern and that is the gist of the linked article, how does the ending statement about the Spratly Islands tie into the base in Djibouti?

But I could swear that the Chinese base is on the other side of the suburb of Balbala, Djibouti.

I meant when JTF-HOA was stood up by the MEU. The biggest issue the first day was that the french misspelled the name.

LCDR (Join to see) - I knew what you meant. You meant in the 2002 to 2003 time frame when we (the USA) established a semi-permanent posting there. But then of course the French had already pretty much abandoned the Camp itself and was using other facilities such as Quartier Monclar. By the way is Quartier Monclar still in use by the French.
