China virus 'spreads before symptoms show'

That's pretty typical for a virus and why we end up quarantining or refusing entry to people from a location instead of those who are clearly ill. BTW, this happens with the measles and chicken pox as well which is why it is important to be vaccinated for any virus where a vaccine is available.
