Good question. Since they allow private enterprise, but the state tries to manage the market like a game of SimCity or Civilization, I think it would accurate to say China is fascist rather than communist.

In communism, the state owns the means of production and directs its activity (badly). In fascism, the means of production are private hands (mostly politically-connected cronies) but the state directs their activity (badly). Both are therefore statist ideologies. Both claim to "stand up" for the "common man" and both typically (or necessarily) have their "strong man" cult of personality - Mussolini, Hitler, Stalin, Lenin, Mao, Castro, Chavez, etc.
I guess we could draw the line between Western European style socialism and fascism along the fuzzy border between tolerable, typical levels of corruption and full-blown banana republic.
