CIA Using Paramilitary Teams to Kill Terrorists

We have been doing this for a long time. PMOs (actually PMOOs but it sounds stupid when you say it out loud) are not bound by the UCMJ, military ROEs or similar limitations. Within the boundries of their assignment they have a lot of freedom to operate.
