Generally you need about $250,000 to $300,000 to start a Bar and Grill from scratch unless he has an existing clientele already. He has to be out on the street marketing it every day, in addition to managing it, doing the accounting, supervising deliveries, asking customers for their feedback, etc. 80 hours a week minimum unless he can afford to pay a manager full time. Meanwhile, approx 40-50% of the employees he hires will be trying to steal from him in some way or another. Keep tight control of the liquor as it is the inventory item that is almost as good as cash.
