Sounds like there was a "cookie jar" and there is a suspicion that someone had their paws in it, IMHO the services should have funding allocated for WWB. Common sense dictates you cant run any sort of budget plan if the amount in the fund fluctuates due to donations.

Thanks for sharing the sad news PO1 Tony Holland. It seems this past year we have seen very little good news about great duty performances. To often we hear about the failings of our military personnel. I hope that 2018 will be a turnaround.
