Good idea, unfortunately grossly under-funded. My question would be, "are there more instances of gun violence happening, or is the proliferation of instant communication making it appear so?" The last stat I saw from the FBI stated that violent crimes are actually down from 5/10/15 years ago. I wouldn't be surprised if the proliferation of instant communication just makes it appear that its higher.
