Having read that, I can see why this is a thorny issue.
Objectively, keeping the money within the Veteran community by raising a fee here in order to pay for a benefit there is superior to just having that fee go to the general fund or the benefit coming from the general fund. That makes this a Veterans taking care of Veterans scenario.
However, that Congress needs to play a shell game with funds in the first place is due entirely to parochial concerns related to not having to subject funding bills to filibuster thresholds by keeping them revenue neutral.
That Congress can't figure out how to budget and legislate normally is a crime, and it has been the case since 2007.
