because there was a reason back then...
it was to cover the folks escaping the communist insurgency and displaced persons from the conflicts in Niagara, El Salvador, Honduras Costa rica, and Panama... Remember the Iran Contra Problem Exposed...

We never secured the border. The 1986 act was supposed to grand amnesty and allow us to clean up the mess and start fresh. We continued to allow more illegals to pour in. My wife gained her permanent status under the 1986 law. She never became a citizen as she prefers her citizenship from her home country. Don't ask me why.
