This has nothing to do with Trump. It lasts for six months of the fiscal year, and then will have to be extended again because no new administration can put together a complete budget for the last six months.

This is necessary because the tea party / "freedom" caucus of repubs told Speaker Ryan that they want more cuts than even the current sequestration levels call for. So Ryan can't pass a budget with a majority of republicans voting for it, and he doesn't want the embarrassment of needing democrats votes to pass the budget.

The interesting part will come when Trump tries to fund all the stuff he promised, and those same tea party repubs say no to the spending increases. That will be a real interesting battle.

Spending bills originate in the house per the US Constitution SFC Joe S. Davis Jr., MSM, DSL. I concur with House Appropriations Chairman Hal Rogers and Republican leaders in both Congressional chambers making the decision to not "move forward with any long-term spending bills for the rest of this year, because that could restrict funding plans for President-elect Donald Trump’s new administration. Instead, lawmakers plan to pass a budget bill extending fiscal 2016 levels until April 2017, halfway through the new fiscal year."
I concur with the hope of House Appropriations Chairman Hal Rogers, R-Ky., “I am also hopeful for a renewed and vigorous ‘regular order’ on future annual funding bills, so that the damaging process of continuing resolutions will no longer be necessary.”
The decision on a temporary budget deal coupled with the fact that the President-elect Trump Congressional liaison team is closely working with the Republican Congressional leadership could help congressional leaders finish the defense authorization bill before the end of the year.
"Negotiators involved with the annual military policy bill have said progress on that legislation has been stalled in recent weeks because of uncertainty over funding levels related to the appropriations process."
