It will be very interesting to see how these changes improves the global operational level & performance of the entire Marine Corps.

They've been top heavy in several MOS's since the 80's. The QEP (Quality Enlistment Program: guaranteed E4 in 18 months) offered in the middle of the 80's created a mid rank bubble that floated those E4s right into E6 at the 6 years TOS mark. I saw a lot of great E5's passed over for E6 if they were not a part of the QEP.

Thank you for sharing your thoughts & experience about this topic. During my time I also saw great leaders being passed over not once but 2 & 3 times because of this. It took a lot of push & sometimes being part of a special group of people to get promoted.
