I’m missing something. Why doesn’t he just buy it from AAFES on line clothing sales, including insignia? If he’s in ROTC, surely how to get your commissioning uniform is covered somehow.

How about that the size needed is on back-order from almost every available source, and the earliest that they will be available is sometime in May.
Marlow White has them (that size) on back order with a delivery date in mid May.
