CPT Jack Durish It seems than many in DC don't consider second and third order effects of policy/decisions. This blamed the economic collapse on President Carter... I'll take it one step further; Carter decimated the US HUMINT capability. Many believe the 9/11 attacks could have been prevented if we had not lost the HUMINT capability.
