That begs the question why the Army and Marine Corps hadn't already changed their policies, and why it took an act of Congress to force that change?

Crazy. The US military is a war fighting institution. If you are not deployable based upon a personal life decision then it is time to be separated and find work else where.

I think for Victor units I agree with you Sgt. I am not sure the rest of the military needs to. It is not due to them being special. It is more like everything not grunt is support. Within support, I think there is room to allow and help grow the next generation.
That being written, there was no compassion training when I was active duty and the PFT to remain a Marine was high. From what I have read, one only has to hang from the bar for how many seconds to get 100 points. Plus, they have tried to make the whole process gender netural.
To SrA Monette: Is unplanned preg. like a few drinks and dam we do not have a condom? So, lets do it anyway? That kind of unplanned preg.?
Now, if you two hard charges will excuse me, I am off to compassion training.
