This reminds me of the 1991 Navy's Tailhook Scandal, 1996 Army's Aberdeen scandal & the 2003 AF Academy Sex Scandal. Different circumstances but it shares similarities of a persons indifference and how under certain conditions people lose their humanity. They could have a done a myriad of other things but chose to exploit her situation to their benefit. It's even more troublesome since she wasn't a service member but a runaway who lived on the streets. She could have easily fallen off the radar and this case would have never been brought to light. It's also frustrating that no one in the barracks noticed her earlier.

The question I'd like to ask is: "how do we as a military instill moral principles into future service members who lack integrity?" Can Army's SHARP training or the Air Force's SAPR really fix this kind of moral dilemmas.

This is horrible!! I retired from Dover, and still live in the area. I didn't know about this until now. I hope the civilian authorities hammer them.
