This is not something to get Republican buy-in. This is something targeted at the ultra-wealthy - but almost entirely at the ultra-wealthy in blue states. It is a way to make red state taxpayers subsidize blue states. Which, as a matter of practical politics, is not a way to get Republican buy-in.
