If you've just begun thinking about this, you are late to the game. Of course bureaucracy achieves despotism. It begins as the tool of despots and then displaces the tyrants when it reaches sufficient mass. This is why, for example, Castro's death is of no consequence. His communist bureaucracy is now self-sustaining, just as Stalin's was. The trouble with Trump (and any other corporate leader) is that they may rule their businesses like tyrants. Trump's greatest challenges will be to learn to govern - to build consensus among the electorate - to do what he wants or will fail just as Arnold Schwarzenegger failed in California.
