The answer is "Yes.". The minute you have "non-military" conducting "military" actions - ESPECIALLY if they are not in uniform - you have created an official organization of "illegal combatants".

What a helluva good question. It's one for which I have no opinion because I have never before considered it. It may, in fact, be virgin territory for many of us. Thank you for it.

My knee-jerk reaction is to say that such operations and operatives should be part of the defense establishment for a couple of reasons. First of all, there is the matter of coordination. Inasmuch as much of the military command and control occurs in in the cybersphere, they should have the means of defending it. The second is also a matter of coordination, coordinating attacks on the enemy, coordinating attacks on their cyber assets with attacks on physical assets.

That being said, I am open to any and all discussion on this topic. I can well imagine many valid and conflicting opinions that will be set forth and I look forward to all of them.

I'll admit that the tone of this article befuddled by rusty mind...There's probably a vital, if not critical point to be made, but I'm struggling to understand how the weapon used changes the warrior using it at the basic level.
