I think our jails are full enough as is. No reason two destroy two lives, due to a short instance of neglect.

Doubtful this will do anything to reduce the frequency of vehicular homicide (probability of the identified risks), nor will it reduce the severity of car crashes (severity of the risk). This will incur a significant cost to implement and maintain the risk control process with likely very little benefit to society.

Sounds to me a very poor implementation of Risk Management.

it's called vehicular manslaughter. throwing the book at someone because you can doesn't mean you should. Does anyone argue that this will in fact reduce the frequency of the event? The only benefit is a sense of justice for the surviving friends and family members, but at the significant cost of destroying someone else's life along with their friends and families. To me prison should hold violent offenders and security risks. Doubtful someone who kills someone by accident will ever repeat the act, likely they will be a good example to tell others to not do what they did, doubtful they will ever get over the guilt of their actions, jail won't help either party.
