LOCK THEM UP! LOCK THEM UP! Oh, sorry. That's only when the drug problem is primarily limited to the poor and black communities. Once it hits the white lower middle class and higher, it changes to a "public health emergency" that the government says they will spend billions on to help the addicted, rather than just tossing them into prison.
