How the hell do they not assign an intern to do basic cultural research?
I don't expect every - or any! - elected official to know every single nation out there. But if this is going to be your sister nation, a basic google/Wikipedia to find out gift-giving protocols and maybe traditional greetings certainly seems like literally the VERY least you should be doing. And that would have saved a LOT of embarrassment.
This is incompetence and negligence born of hubris.
