He's right. The first country with a super-intelligent AI will rule the world. It will be able to make itself orders of magnitude smarter, and therefore would enjoy an unbeatable lead over other Ai's, and quite possibly would terminate them entirely. Even a single day's lead would be insurmountable. And so, nations will do their level best to stop other nations from getting it. Queue ww3.
