Firstly, European military action does not go on forever. So when Germany approves bombing Libya in support of a UN objective, the bombing has a set start and finish date. Whereas in America, the bombing will go on until the next president is elected. This is perceived as a weakness. Its not. Its called politicians not allowing the military to run wild.
Secondly, the USA in both deed and action, wishes to be the world's policeman and wishes to get all of the glory for it. So the USA tends to not ask others to help out. Others therefore neglect (purposely) to assist the USA. This is a shame as Dutch soldiers are capable of dying in street fighting as easy as Americans, but Americans, bless 'em - won't hear any of that! "Oh hell naw - we're 'merica." Well 'merica - enjoy them body bags... America also tends to get greed-centric when a partner does jump in. "Oh you can only send 9000 ships? Well never mind, Germany, we'll save you again! Hey everybody, look at America, we're sending 100000 ships to jubistan to save the world all by ourselves."
Thirdly, when Europe does get involved in fighting, it works and is successful. Despite the fact that it doesn't have computer assisted underwear or trans-centric gunsights. So perhaps we overthink ourselves to death?

Europe is not capable of conducting military operations of any sort more rigorous than a week long, half hearted training exercise. No logistics capability at all. Cannot even refuel their own aircraft and no command and control capabilities. Europe is defenseless against the Russians without U.S. support.

MAJ Eric G Troup - Better check who's pumping Russian gas. I'm afraid that we are back at 1939 all over again. But instead of Hitler and Stalin partitioning Poland, we have Merkel and Putin supplying Russian gas to the EU. Also, remember language problems. "We have decommissioned six ships" means that we have taken the crew off, removed the weapons, stripped gear and chopped the ships up for scrap metal. "We have decommissioned six ships" in Europe means we have taken the crew off, turned the keys and lights off and just parked the ship. I visit the English in laws every year who live near Portsmouth. Its amazing how many decommissioned ships are still there, moving around, etc.
Also, like I said above, Germany is in A'stan, LW and RAF assisted in Libya and did quite well. Now of course, they wouldn't purse their lips and state that they need to stay the course and they refrain from high-fiving Obama/Trump when they visit, but they are self-sufficient when they operate. International Defense Review has a limited website but it does cover the latest goings on world wide and while Europe tends to be in the shadows from a publicity standpoint, they are very much equipping and modernizing. Plus like I said, I'm in Europe every year and have no problems photographing planes, ships and tanks.

MAJ Eric G Troup - Only if they were using the money. Which they aren't. The majority of the stuff they are selling is old Cold War stuff. The "new" items they are keeping as "their best" are hardly worth it. What we're seeing is gas money being used to pay off old debts, fix infrastructure, etc. Germany is allowing them to be "rich" but "not too rich." They are still (as per Wallstreet Journal and Financial Times) heavily joined at the hip with Germany.
Now its possible that China is offering to rebuilld/modernize Russia's Eastern rail infrastructure in a bid to get Russian gas sold to Asia with China being the broker similar to a situation like German has with Russia. This would stand to make China the big money boy in Asia. Germany so far, has not commented on what Merkel has said to Putin about it. Now don't get me wrong - Russia still has tanks from 1945. So they definitely - on paper - are still impressive. But as we saw with the latest Migs at Farnborough and the Russian Navy trying to sortie to Syria, they are nothing to fear on any level.

After serving in a NATO Headquarters, Allied Land Command, and currently serving in the US Army Brigade responsible for providing National support to all USA in NATO HQs, the Alliance is very much engaged in deterrence and is very self-aware.

This is a decent discussion on deterrence and NATO including where nukes and conventional forces play.
As I've seen conventional forces from multiple nations deploy across Europe, especially to the easternmost members of the Alliance, NATO is embracing this challenge.
