Exclusive: Internal documents detail secret VA quality ratings

This is more than a little infuriating. Can someone who is familiar with FOIA laws explain to me how the VA can refuse to release these reports on a regular basis? I had to jump through all types of hoops (including contacting my Congresswoman) to get copies of my own records so I'm not surprised at all.

You can check out the FOIA exemptions. I expect they rely on #2. Documents "related solely to the internal personnel rules and practices of an agency." 5 U.S.C. § 552(b)(2).
